When you walk Nagisa Koen from Hyogo Prefectural Museum of Art to Sannomiya, you will see the glass-appearance building.
This building is called Disaster Reduction and Human Renovation Institution.

5:46am 1995 means the date of The Great Hanshin-Awaji Earthquake occurred.

DRI was established to dispatch the knowledges and experiences of a disaster prevention which were got from The Great Hanshin-Awaji Earthquake in 1995.
Research institutions are working in this building and there are many exhibitions about the disasters (mainly earthquakes).
However, to experience those exhibitions, reservation is required.

This building was designed by Showa Sekkei.
